Carla Hamilton Briceno

For the past two decades, Carla has worked with companies, non-profit organizations and consumers in the U.S. Hispanic community and in Latin America.

Prior to co-founding Bixal, she worked on Sprint Nextel’s Hispanic corporate website where she managed and grew the Hispanic eCommerce Team and provided leadership on three major Web initiatives.

Carla’s unique career path includes working with the Hispanic immigrant community in Southern CA, serving as a Health Nutritionist with the Peace Corps in rural Guatemala, managing international development projects in Latin America, programming in open source and proprietary technologies, and developing online communications and technology strategies for the Hispanic Market. Her diverse background has provided her with a strong understanding of the cultural, linguistic, and technical issues involved in communicating and connecting with the growing online Hispanic and Latin American community.

An avid blogger and presenter on the online Hispanic Market and an active technology enthusiast, Carla is passionate about using new and innovative technologies, including websites, social media and mobile technologies, to effectively communicate and engage the Hispanic community.

Carla has an M.A. in International Public Administration and Advanced Spanish from the Monterey Institute of International studies, a B.A. in Political Science and International Relations from California State University, Long Beach, and a Certificate in Business Programming from the Chubb Institute.

Jose Briceno

Jose is a web communications and technology specialist with over ten years of experience leading the implementation of multilingual online initiatives. He is a big picture thinker with particular strengths in strategy development, multilingual information architecture, user experience design, online communications strategy, online marketing, search engine optimization (SEO), corporate search engines, Web analytics, social media, and data visualization tools.

As President of Bixal, he has worked with governments in Latin America, multilateral organizations, including the Inter-American Development Bank and the World Bank, and private companies to create successful communications strategies and platforms that help organizations of every type achieve their mission and business objectives by engaging key audiences.

Prior to co-founding Bixal, Jose managed programs and projects for the Inter-American Development Bank's multilanguage website. He served as a member of the team that oversaw and implemented a multiphase, five-million-dollar project to revamp the IDB’s corporate website. He advised on strategy to better serve different constituencies’ needs and led the implementation of these initiatives, including the Knowledge and Publications sections. During his tenure at the Bank, he designed and implemented a system to manipulate, display, and maintain data from multiple databases within the Bank. The system houses macroeconomic, social, trade, capital flow, and governance statistics and includes interactive tools that analyze and retrieve data in a visually rich and user-friendly format.

Before joining the Inter-American Development Bank, Jose managed projects for Zona Financiera where he coordinated the development and implementation of Web applications for financial institutions in the United States and Latin America while managing teams of designers, developers, content providers, and research analysts in the U.S., Latin America and Spain.

Originally from Venezuela, Jose holds a Master Degree in International Commerce and Policy from George Mason University and a Bachelors Degree in Political Sciences from the Andes University.
