Chief of Party

Hoppy is chief of party for Bixal’s Libya Monitoring, Evaluation and Learning Activity (LMELA) task order with the United States Agency for International Development (USAID). He manages a team of monitoring, evaluation and learning (MEL), knowledge management and learning experts in our country office in Tunis, Tunisia.

Originally from Waterbury, Connecticut, and now residing in Camden, Maine, Hoppy is a highly regarded MEL and project team leader with more than 25 years of experience overseeing complex USAID-funded projects including work as an independent consultant on the USAID-funded Libya Local Governance Activity, chief of party for USAID/Afghanistan's Strengthening Watershed & Irrigation Management Activity and chief of party for USAID/Afghanistan's SUPPORT I-2 MEL Activities. In his free time, Hoppy enjoys gardening, hiking, playing tennis and skiing. He volunteers with assisting former Afghan staff and his most exciting adventure was building a sanctuary in rural Uruguay with his family.
