Stelu is a Digital Project Manager with over ten years of experience in project and program management, human resources, adult training services, e-learning, curriculum development, and translation. She manages learning projects supporting the Department of Housing and Urban Development and the National Institute of Corrections under the Federal Bureau of Prisons. A native of Romania, Stelu is fluent in four languages–English, Romanian, Spanish and French–and during her career as an adult educator, she has taught her native language and culture to scores of US diplomats and military in preparation for their missions or deployment to Romania. Prior to Bixal, she led several large foreign language training programs for adult professional students under contracts with the Department of Defense and the Department of Justice and supported a large-scale training program for the Department of State, Foreign Service Institute.
She holds a bachelor’s degree in Philology and an MBA with concentration in Management. Passionate about training, technology, and linguistics, Stelu is an ICAgile Certified Professional (ICP), HR Generalist, and a member of the National Language Service Corps.
