Bixal and CEO Carla Briceno Earn 2027 OrangeSlices Honors

Bixal has been named a 2027 Elev8 GovCon honoree by OrangeSlices PBC, a recognition for government contractors whose employees and partners vouch for how they operate. Bixal president, CEO, and co-founder Carla Briceno was also named to OrangeSlices’ 2027 Engage Federal Citizen Services 150, which honors federal civilian leaders selected by their peers.

Bixal’s Elev8 GovCon Honors

OrangeSlices, a public benefit corporation that publishes GovCon market intelligence, evaluates Elev8 GovCon contractors on how they treat their staff, partners, and communities. A company is only considered if both an employee and a partner support its nomination. The 2027 honor is Bixal’s third consecutive Elev8 recognition. 

Bixal’s approach to teaming helps explain why partners supported its nomination. Bixal looks for partners who are good collaborators, bring complementary capabilities, and show up early in capture — qualities the company brings to its partnerships as well. 

“Once we’re on a team, we share accountability for the outcome and work as one team toward the agency’s mission,” Briceno said. “The real test of a partnership is whether we deliver more together than either of us could alone.” 

Bixal holds its own workplace to the same standard. The company emphasizes flexibility and open communication. It also chooses work that fits its mission and values, something Bixalers consistently rate as important in internal surveys. The goal is a workplace Bixalers are proud to recommend. In the most recent internal survey, 85% of respondents said they would recommend Bixal as a great place to work. 

Briceno’s Engage Citizen Services 150 Achievement

The Engage Citizen Services 150 recognizes leaders from federal civilian agencies and the companies that support them. Nominees are assessed on six criteria, among them reliable partnership, community presence, and openness to perspectives outside their own organization. This year’s list includes executives from agencies such as NASA, Treasury, and the Departments of Commerce and the Interior, alongside industry leaders. 

“Carla has been part of the GovCon community for nearly 20 years, and the relationships she’s built come from how she treats people,” said Joy McCrady, Bixal’s VP of Strategy and Performance. “She puts people first, whether she’s making an introduction or mentoring another leader.” 

Briceno has made mentor-protégé relationships a priority in Bixal’s joint ventures, including AVB Digital and CRUX, because she sees mentoring as good for the companies involved and for the agencies they serve.

Briceno was also named to the Engage Citizen Services 150 for the last three years and to the FORUM IMPACT 150 in 2026, and she received FORUM’s 2024 Leading for IMPACT Lifetime Achievement Award.
