From Policy to Practice: How Agencies Can Execute America’s AI Action Plan
America’s AI Action Plan is ambitious, but for agencies, the challenge is turning that vision into daily impact. Without a clear playbook, AI implementations are at risk of staying stuck in pilot mode.

Step 1: Start with Clear, Mission-Driven Use Cases
One of the biggest pitfalls is starting too broad. “Adopt AI” isn’t a plan; it’s an aspiration. Success starts with sharp, mission-aligned use cases where AI can measurably reduce pain points for staff or the public.

- Anchor use cases to real service pain points: Instead of “where can we use AI?” ask “where are staff or the public stuck today?” That could be backlog triage, plain-language translation, or data reconciliation. This flips adoption from tech-first to mission-first.
- Scope AI into micro-journeys: Break down complex processes into 1–2 friction points where AI can deliver visible improvements. For example, rather than automating the entire loan review pipeline, start with auto-checking applications for errors.
- Tie AI to Key Performance Indicators: Ask, “Does this tool cut processing time by 30%?” “Does it reduce error rates by half?” “Does the tool improve uptake among underserved populations?” Metrics tied directly to mission outcomes resonate more with leadership.
- Treat pilots as prototypes with a path: Every pilot should have a plan: what will be scaled, what will be retired, and what will be measured. This avoids “pilot purgatory” and proves accountability.
- Build partnerships across silos: AI rarely fits neatly inside one office. Early collaboration with IT, communications, legal, and program teams prevents duplication, uncovers hidden constraints (e.g., data access), and builds champions across the organization.
Step 2: Bake in Trust, Security, and Evaluation from Day One
The Action Plan emphasizes speed, but for government, speed without safeguards is a liability. AI adoption must come with embedded ethics, security, and evaluation, or risk pushback and stalled adoption.

- Embed evaluation into the workflow, not after it. Build dashboards and feedback loops that monitor outputs in real time. Don’t just review a pilot after six months. Instead, create checkpoints where results, risks, and adoption rates are visible to decision-makers weekly or monthly.
- Institutionalize ethics checks. Create lightweight “red teams” to test tools for bias, misrepresentation, or potential harm before launch. Involve diverse testers and let them stress-test tools with real-world scenarios to reveal blind spots.
- Prioritize secure-by-design adoption. Begin with AI applications that don’t touch personally identifiable information or sensitive data. For higher-stakes contexts, use zero-trust principles: Strict access controls, audit trails, and logging so results are both secure and reviewable.
- Stress-test tools under operational pressure. Many models work well in controlled demos but fail under scale (e.g., peak open enrollment traffic). Simulate high-volume or adversarial use cases before rollout to avoid operational surprises.
Step 3: Equip the Workforce and Build Trust
The Action Plan calls for a worker-first agenda because technology without people’s confidence will stall. Building skills, transparency, and trust is just as important as deploying tools.

- Invest in AI literacy at multiple levels. AI fluency should be role-specific, not one-size-fits-all. Move beyond “how to use” trainings and build tiered, tailored curricula: short micro-learning modules for front-line staff, scenario-based workshops for program managers, and in-depth courses on data ethics and bias for policy leaders.
- Start with applied, hands-on practice. The most effective trainings use agency data and real workflows. For example, staff can practice spotting AI hallucinations in generated responses or testing semantic search on live agency FAQs. This turns abstract AI theory into skills employees can immediately apply.
- Create safe spaces for experimentation. Sandboxed environments where staff can test AI tools without compliance risk reduce fear and accelerate adoption. Encourage “failure-friendly” pilots where lessons are documented and shared openly.
- Involve staff early and often. Co-designing pilots with employees surfaces real pain points and creates champions who can mentor peers during rollout. Early adopters inside an agency often become the best trainers for others.
- Promote radical transparency. Don’t just announce a new AI tool; show employees (and the public) how it fits into workflows, how outputs are validated, and where human decision-making remains central. Trust grows when AI isn’t treated as a black box but as an auditable partner.
