DOS PMELS IDIQ
General Overview
Department of State (DOS) Performance Management, Evaluation, and Learning Services (PMELS) contract is a multiple award, Indefinite Delivery, Indefinite Quantity acquisition vehicle for services exclusively to the State Department. Task Orders (TO) performed under this contracting mechanism will help offices across DOS comply with the policy that requires that all bureaus and independent offices with a budget of more than $1 million per year evaluate at least one program, project, process, or activity per year. This solicitation supports DOS’s commitment to the Evidence Act and to building and nurturing a culture of evidence and the infrastructure needed to support it. PMELS has a budget ceiling for all task orders of $150M. Bixal was awarded two Functional Areas under the Small Business Set Aside: Civilian Security, Rights and Stability, and Management Platform.
